"all things to some men" edit

"However, Bonaparte had no long political career behind him and was able to depict himself as "all things to some men"." - what does this mean? I suppose it wants to express, on the contrary, that Bonaparte was able to offer "something to all men", giving most fractions good reasons to be voted.
