edit- ^ a b Candidate is ineligible to contest the election after not completing mandatory candidate training.[12][13] They will still appear on the ballot as they were only "retired" by the Victorian Electoral Commission after ballot papers had been printed, however they cannot serve as a councillor and their votes will be distributed to other candidates according to voters' preferences.[14]
