The Green Island District Police Command is known as Green Command, which was part of Taiwan’s Garrison Command, which was one of the most important disciplinary institutions during the White Terror period. After removing the New Life Correction Center in 1970, the unit was newly established on August 1st. Besides taking discipline responsibility from the previous New Life Correction Center, it was also in charge of Taitung County, Green Island region’s garrison command and security. In 1991, after the policy changes, it was transformed into The Third Major Discipline Corps & Green Island Command. In 1992, the Green Island Command was removed alongside the Taiwan Garrison Command.

In February 1970, the Taiyuan Incident took place in the Republic of China’s Ministry of National Defense Taiyuan Discipline Prison. After the incident, the officials considered that there was a need of establishing a new unit in order to congregate the “rebels.” Therefore, the government started constructing a new prison in Taitung County’s Green Island. After 1966, the New Life Correction Center had started managing the career training members instead, by then, very few political criminals were left, and the structure of the institution had also significantly shrunk. In July 1970, the Ministry of National Defense removed the New Life Correction Center and established “Green Island Region Garrison Command” on August 1st, which was short for Green Command. The newly established Green Command took charge of not only the matters from the original New Life Correction Center, it also shouldered the regional command and security responsibility of Taitung County, Green Island region. The structure of the institution consisted of the Commander and Vice-Commander, equipped with the Political Strategy Section, Administrative Section, Security Section, Discipline Section, Service Section, Infirmary, as well as Administrative Service Corps, New Life Correction First brigade and Second brigade. Each brigade consisted of 3 squadrons, and the 6th squadron specialized in supervising political criminals. As for the rest of them, they were team members of vocational training who supervised local hooligans.

In 1977, the institution had added an affiliated security squadron, alongside a Garrison platoon and Communications platoon. The following year, the New Life Correction Brigade was converted to the Vocational Correction Brigade. In order to decrease the trouble of having so many official terms for the Taiwan Garrison Command, in 1980, the troops numbers were revised, at the same time expanded the Green Command’s First and Second Vocational Correction Brigades, making them the 11th, 12th, and the New Life Vocational Correction Brigades. The “New Life” at this time indicated Discipline team members who were sent to Green Island for further discipline, which was different from marking them as political criminals. Among them, the 11th Brigade was situated in the Zhuang-Jing campsite, which specifically received members who were identified by the court as habitual thieves and robbers, members that required further security measures. As for the 12th Brigade, it was located in the Zhi-Chiang campsite, east of Liu-Ma river, which managed members who were identified as gangsters and needed discipline education. In the meanwhile, Green Island Defense and coast defense sections, together with a campsite, were added. They were responsible for guarding the campsites’ entrances, the Ministry of National Defense’s Discipline prisons, in collaboration with security staff members and military police officers. Besides taking charge of discipline, the Green Command set up a “Moral Class” to house sergeants and soldiers who violated the laws. The said “Moral Class” was combined with the ground force’s “Orchid Island Moral Class,” together making it “Ground Force Moral Class,” which was managed by the Green Command. In 1987, after the martial law was lifted, only political criminals without any guarantor were left for the Green Command, as well as Guo Ting-Liang, who signed a military agreement called Deer Raising Agreement. In 1991, the Temporary Provisions Against the Communist Rebellion Policy was terminated, and the Green Command was converted to the Discipline Third Corps, also serving as the Green Island Region Command. Its full title became the Discipline Third Corps & Green Island Command. The 7th, 8th, and 9th Brigades were under jurisdiction of the Third Corps, situated separately at Zhuang-Jing campsite, Zhi-Chiang campsite, Green Oasis Villa, and each brigade was in charge of 3 squadrons. In July, 1992, the Ministry of National Defense removed the Garrison Command, and Green Command was therefore removed as well. The labor of disciplining gangsters was therefore handed over to the Ministry of Justice.
