Territorial center of recruitment and social support (Ukrainian: Територіальний центр комплектування та соціальної підтримки) — the military administration body of Ukraine, which keeps military records and mobilizes the population. Starting from 2022, they completely replaced the former system of military commissariats.

editThey are formed, liquidated, reorganized by the Ministry of Defense of Ukraine. Direct management and control over their activities is carried out by the relevant operational commands, and the general command of the Ground Forces of the Armed Forces of Ukraine, which coordinates the main issues of activity with the relevant structural divisions of the General Staff of the Armed Forces and the Ministry of Defense.[1]
The territorial center of recruitment is tasked with managing the military duty (obligation) and military service of citizens: engage in military training and mobilization; to manage military records of conscripts, conscripts and reservists on the territory of the relevant administrative-territorial unit; selection of candidates for contract military service; participation in the selection of citizens for military reserve service; preparation and mobilization of human and transport resources in a special period; ensuring the organization of social and legal protection of conscripts to the Armed Forces; veterans of war and military service, pensioners from among military personnel and members of their families; participation in military and patriotic education.
The personnel of the Territorial centers of recruitment, as well as the transport and material and technical means of the mentioned territorial centers of recruitment are maintained at the expense of the Ministry of Defense of Ukraine.
The number of Territorial centers of recruitment as of 2023 reaches more than 200 and is distributed among four operational commands: "North", "South", "West", "East"[2]. However, some of them have separate territorial subdivisions — so-called "departments" or "sections"[3][4][5], together with which the territorial total number of such formations approaches 300 or even exceeds.
History
editOn the day of the beginning of the Russian invasion, on February 23, 2022, the territorial recruitment centers completely replaced the former system of military commissariats and abandoned paper records of persons in favor of electronic records based on the "unified state register of conscripts, conscripts and reservists" already at the legislative level.
