Tattelecom[4] is a multi-service telecommunications operator in the Republic of Tatarstan, focused on various consumers: individuals, small, medium and large businesses, state authorities and municipalities, as well as other telecom operators. The Company provides broadband Internet access, mobile and fixed telephony, cable television, IP home telephony, video surveillance, and other services. “Tattelecom participates in the implementation of federal and regional projects aimed at eliminating digital inequality. Among them is the national program “Digital Economy of the Russian Federation”[3].

Subscribers of the group of companies are more than 2 million residents of the Republic[4] and about 30 thousand enterprises in all 43 districts and 2 urban districts of Tatarstan.

Tattelecom is registered in Russia with headquarters in Kazan[5].

Owners and management

As of March 14, 2023, the company had about 21,000 owners of shares. The main of them, with a shareholding of 87.21%, is Svyazinvestneftekhim JSC, 100% owned by the Government of the Republic of Tatarstan.[4].

In recent years, positive dynamics of investment attractiveness of PJSC Tattelecom shares has been noted. Over the last 5 years, the number of registered persons in the shareholder register of PJSC TATTelecom has increased more than 7 times.[24] As of December 31, 2022, the Company's securities were owned by residents of most regions of the Russian Federation.

In January 2023, shares of PJSC TATTelecom were included in the rating of the most profitable Russian stocks for 2018-2022 by RBC Investments.[25] Since June 16, 2023, the company's shares have been included in the MosBirch Telecommunications Index.[26]

Products and services

Tattelecom has an extensive information and communication network in Tatarstan. Its length is more than 102.5 thousand km (December 2022)[5][6].

Internet access

Broadband Internet access is provided to subscribers using three technologies: FTTB – in-house optics (current tariffs up to 500 MBit/s for 2023), GPON (speeds up to 500 MBit/s), ADSL2+ (speeds up to 24 MBit/s). The subscriber base of the Internet access service reached more than 615 thousand users by the end of 2022.

Mobile communication

The mobile operator's services (the "Fly" brand) are used by more than 500 thousand subscribers (2023), the network is deployed throughout the territory of the Republic of Tatarstan. To ensure high network reliability and sufficient bandwidth, more than 95% of base stations are connected to the network via fiber optic cable (fiber optic cable). All settlements with a population of 800 or more inhabitants and a large number of settlements with a smaller population are provided with the "Fly" connection.

The standards used have been LTE FDD (1800 MHz) since 2014, and since 2015. LTE TDD (2600 MHz). 1800 MHz in LTE is the optimal range to provide high–quality coverage and high-speed data transmission. The 2600 MHz band at a shorter range provides significantly higher speed and is used in areas of high network load. To combine the advantages of these two bands, Fly uses their aggregation, that is, it organizes simultaneous operation in two bands for each of the subscribers.

In 2019, the operator conducted the first testing of 5G technology. As of 2023, the possibility of implementing a 5G network continues to be considered, as there are still some organizational and technical issues in Russia.

Fixed connection

PJSC Tattelecom is the largest wired telecommunications operator in the Republic of Tatarstan. The network operates more than 1,160 telephone exchanges, the subscriber base of telephony is more than 340 thousand subscribers.

Since 2010, the network has been modernized using packet technology — VoIP. The Virtual PBX service has been provided for legal entities since 2012.

Pay TV

Since 2009, the company has been providing cable and interactive television (IPTV) services. Pay TV is used in 1.5 thousand settlements of the Republic of Tatarstan (as of 2023).

Since 2020, the active construction of the GPON network has ensured the transition to a modern high-speed standard with the ability to watch HDTV channels in high quality. In addition to the usual paid TV channels in SD and HD formats, local urban TV channels are broadcast for subscribers with reference to each of the major cities of the Republic of Tatarstan.

IP intercom

Since 2020, Tattelecom has been implementing an IP intercom project. The installation of digital intercoms in order to increase the comfort and safety of residents of apartment buildings is carried out at the expense of the company's resources without increasing tariffs for the population. Houses with IP intercom from the company are available in 18 localities, the key of which are Bugulma, Yelabuga, Kazan and Naberezhnye Chelny. At the beginning of 2023, 7.9 thousand intercom panels were installed for residents of about 222 thousand apartments.

For users of smart intercoms, the company's own internal development center has created a mobile application "My House by Tattelecom". The functionality of the application for this service provides for remote door opening, viewing the log of visits and an archive of video recordings.

Video surveillance

As part of the development of video surveillance, the company implements projects of the agro-industrial complex "Safe City", thanks to which the infrastructure of public spaces for video monitoring of courtyards and driveways, territories of school and preschool institutions is developing.

At the beginning of 2023, the number of cameras installed by the company in the republic amounted to about 32 thousand units for all video surveillance projects, including IP intercom.[7]
