In 2019, Chen Chi-nan, the former president of the Palace Museum, proposed a blueprint for completing the museum's transformation in three phases, including establishing a branch museum and relocating some cultural relics to the central and southern regions[8].Su Hongda posted a short film on Facebook, saying that the Presidency of Tsai Ing-wen's "transformation of the Palace Museum, the relocation of all national treasures, and the permanent collection of ancient Oriental museums in Taichung" are "to complete the cultural revolution of destroying the Palace Museum by 2025". The Palace Museum immediately clarified Su Hongda's claim[9], and the Ministry of Legal Affairs investigation bureau sent a Taoyuan City mediation letter asking Taipei Nangang Branch to transfer Su Hongda for violating the social maintenance law to the court. On December 31, Su posted on Facebook the headline, " Who is banning the freedom of speech of Taiwanese? My personal experience of having a water meter checked by the government "said in the article," Can Taiwanese still speak freely? Can you still talk about current affairs and criticize policies freely and lively?"[10][11][12][13]In January 2020, the Shilin District Court decided that his comments were his personal opinions and reasonable comments[14].

Later, Su Hongda admitted that the article was written by him, published it by name instead, and deleted the words "our career diplomats". He did not respond to a "current diplomat"[15][16][17][18].
