PayrollOrg (PAYO) is a professional association for individuals around the world responsible for processing company payrolls. PAYO promotes the payroll profession, provides networking opportunities for its members, and conducts training courses, seminars and conferences for payroll professionals. PAYO also publishes a library of payroll resource texts, newsletters and webinars. PAYO has approximately 21,000 members.

History

Founded in 1982 as the American Payroll Association, the organization was rebranded as PayrollOrg in May 2023..[1]. PAYO is headquartered in San Antonio, Texas.[2]. The organization is led by Executive Director Dan Maddux.

As PAYO began its journey in 1982, its first local chapter was also founded in the same year – The Great Cleveland Chapter. There are now over 100 PAYO-affiliated local chapters.

As organizations further developed global business models to remain competitive, PAYO continued to expand its initiatives beyond U.S. borders by forging a global payroll community. In 2015, PAYO launched the Global Payroll Management Institute (GPMI) to support the global payroll community. GPMI was a subscription-based organization that provides top-quality education, training, and networking opportunities for payroll professionals around the world.

GPMI offered a number of resources. Foremost is Global Payroll, a monthly e-publication that provides news and in-depth features to help payroll professionals manage the challenges of operating globally. GPMI also offered white papers, webinars, live and virtual classroom courses, and global conferences.

In 2019, GPMI founded Global Payroll Week[3]. This week-long event coincides with the celebration of International Workers’ Day and aims to increase the global payroll professional’s skill level through education, training, and networking opportunities. GPMI was dissolved in 2023 and was absorbed into PayrollOrg.

In addition, PAYO owns and operates MEET Las Vegas, a conference and event venue in Las Vegas[4]

Education

PayrollOrg offers education for payroll professionals, around the world including a full slate of training courses and conferences from Payroll 101 to Advanced Global Payroll Management. Training is available in a variety of formats including live classroom training, virtual classrooms, webinars, and webinars on demand[5]

PAYO also offers a comprehensive library of compliance resources written by a team of payroll and employment law experts[6]. Publications are issued in many formats, including printed text, e-book, magazine, e-magazine, newsletter, e-newsletter, and videos.

Conferences

PayrollOrg holds their annual Payroll Congress each May[7] as well as smaller conferences throughout the year. Individual state conferences are organized independently by PAYO’s chapters.

PAYO's national conferences include:

  • Payroll Congress held in May is PAYO's largest educational conference and features over 95 workshops and an expo hall.[8]
  • Virtual Congress held annually in June or July is an online expansion of its in-person Payroll Congress that includes new educational workshops, a full-service expo, and virtual interaction and networking opportunities with fellow professionals, and industry expert service providers[9]
  • Payroll Leaders Conference held in September provides next level education for payroll leaders.[10]
  • Educational Institutions Payroll Conference (EIPC) held in October focuses on compliance issues impacting payroll and tax professionals working in the higher education community[11]
  • Capital Summit held in March focuses on new and still-developing payroll legislative and regulatory issues that affect payroll operations.[12]

Government relations

PAYO participates in lobbying activities in Washington, D.C., and sponsors multiple member-lead committees called "Government Relations Task Force" committees. The committees cover areas such as the following: Child Support & Other Garnishments, Federal Tax Forms & Publications, Electronic Payments, and Global Payroll. The purpose of these committees is to communicate the concerns of the payroll community to legislative and executive branches of government and to find ways for employers to meet their requirements under law and support government objectives, while minimizing administrative burden and cost for employers, government, and individual taxpayers.

Further example of PAYO's involvement with various government bodies is PAYO's contributions to publications such as the IRS/SSA Reporter[13]. PAYO's Government Relations team frequently submits articles to the quarterly publication released by the IRS.

Additionally, PAYO’s Government Relations staff has received SSA's Public Service Award for its ongoing dedication to improving the quality of employer wage and tax reporting and the IRS's Excellence in Partnering Award for its collaboration on clarifying employers' responsibilities and helping IRS educate employers. At the IRS[14], PAYO is a founding member of the Information Reporting Program Advisory Committee and also has had representation on the IRS Advisory Council and the Electronic Tax Administration Advisory Committee.

Publications and services

PAYTECH Magazine is PAYO’s largest monthly publication. The magazine covers information on trends in the payroll industry, technology, PAYO chapter updates, upcoming conferences, and educational opportunities.[15]

PAYO also produces general and topic-focused newsletters including:[6]

  • PayState Update: This bi-weekly e-newsletter focuses exclusively on state and local payroll compliance news and issues
  • Payroll Currently: A monthly newsletter that includes a compliance calendar and report from PAYO's Government Relations team.
  • Pay News Now: Online subscription to news updates pertaining to payroll and compliance.
  • Global Payroll eMag[16]: Provides substantive news and in-depth features to help payroll professionals manage the challenges of operating on an expanding global scale.

Professional certification

Payroll certification verifies a specified level of knowledge, skills and abilities in the payroll profession. PAYO offers two levels of professional certification —the Fundamental Payroll Certification (FPC) and the Certified Payroll Professional (CPP).[17] PAYO also offers prep courses and study materials for both the FPC and CPP, including a FPC and CPP Bootcamp course.[18]

In addition to the certification programs, PAYO offers several certificate programs, including the Global Payroll Management Certificate Program, the Government/Public Sector Certificate Program, and the State and Local Payroll Certificate Program.[19]

The Payroll Community

In 2023, PayrollOrg launched The Payroll Community as a free benefit for PAYO members and subscribers. The Payroll Community (TPC) is a central, online platform for discussion, knowledge sharing, and peer-to-peer networking.[20]

National Payroll Week

Every year PayrollOrg hosts National Payroll Week, a national celebration and public awareness campaign. National Payroll Week (or NPW) is held annually during week of Labor Day[21], and celebrates the hard work by America's 150 million wage earners and the payroll professionals who pay them. Together, through the payroll withholding system, they contribute, collect, report, and deposit approximately $2.4 trillion (70%) of the annual revenue of the U.S. Treasury.[22]
