UNSHM is the national high school student union of the Republic of North Macedonia. Since 2023 it has become a member of OBESSU. The Union of High-School Students is a non-profit, independent, nonpartisan student grassroot movement, founded in November 2017 in Tetovo. It serves as a platform for school students across the country to unite in one strong student movement[1].

Career Summit

On Monday, April 22, at Cineplexx in Skopje City Mall, the High School Career Development Summit took place. The event, organized by Growth Labs Academy in collaboration with the National High School Union of North Macedonia (UNSHM), started at 5:00 PM and attracted numerous high school students interested in career planning.[2]

The summit covered key topics, including the importance of non-formal education and continuous learning, how high school students can choose their future careers, and strategies for building a strong personal brand. A panel discussion focused on offering guidance to young people to help ensure future career success. The event was well-attended, and participation was free of charge.[2]

Public transport

In March 2023, the National High School Union of North Macedonia (UNSHM) called for free public transportation to be extended to all high school students, including those attending private schools. The Union proposed amendments to the Law on Secondary Education, requesting that students living less than 2.5 kilometers from their schools, students with disabilities, and those attending internships also be granted access to free transport. Despite extensive lobbying and meetings with key stakeholders, including city officials and parliament members, the proposal faced delays in the legislative process.[3]

By June 2023, after receiving no formal response to their proposed amendments, the UNSHM submitted an initiative to the Constitutional Court, arguing that the existing law violates Articles 9 and 44 of the Constitution, which guarantee equal rights and access to education for all citizens, regardless of their social or financial background. The Union emphasized the need for equitable treatment for all students, especially highlighting that students from private schools and vocational students attending internships were unfairly excluded from free transport.[4]

In early 2024, despite a Constitutional Court ruling granting free public transportation rights to all high school students, including those from private schools, students in Skopje continued to pay for bus tickets. The ruling, which came into effect in January 2024, declared that excluding private school students from free public transport was unconstitutional. However, the necessary steps to implement the decision had not been fully executed.[5]

The National High School Union (UNSHM) confirmed that no school had yet received transport cards for the students. UNSHM President Berin Muhamed stated that the union was preparing an official letter to the City of Skopje to expedite the process. The delays were attributed to legal formalities and the lack of communication between city officials and the Ministry of Education and Science (MON), which was responsible for coordinating the law's implementation and providing funding to local authorities.[6]

The City of Skopje responded that they were awaiting regulatory and financial adjustments from the Ministry of Education and Science (MON) to proceed with the distribution of transport cards. They further noted that the ministry had not provided the necessary data on private school students, which was needed to determine the scope and budget for the initiative.[7]

In addition, the Constitutional Court convened in September 2024, instructing the relevant authorities to submit data on the implementation of the decision. The court emphasized that its rulings must be enforced without delay, and it has the power to take further action if the decision is not implemented. To date, no formal complaints regarding the lack of implementation had been filed with the court, but the issue remained under review.[6]

General Assembly

The General Assembly is the highest decision-making body within UNSHM[10]. It is composed of all members of the union, including, normal members, Youth Ambassadors, and Executive Board members. The General Assembly meets either regularly or extraordinarily. Every General Assembly is chaired by the president. In the event that the president can not chair the general assembly, the vice president chairs the general assembly, and in the case that neither the president, nor the vice president can chair the general assembly, then the second vice president chairs the General Assembly
