Muriel Jay is a British educator who founded the Philippine Animal Welfare Society (PAWS), a volunteer-based animal welfare non-government organization, in 1954.[1] After she left the Philippines to go back to her home country, and the members (majority of whom are expatriates) followed suit, PAWS slipped into dormancy. The organization was refounded by Nita Hontiveros-Lichauco in 1986.[1]

Under her supervision, the volunteers conducted animal rescues and hand-made stuffed toys, which they sold to raise funds for their advocacy.

She died in a vehicular accident in 1968[2] in her home country, England.
