Education
editShe attended Sacred Heart Kyeni for her KCPE then later went to Kyeni Girls High School where she sat for her O level exams in 1992. Upon graduating from Kenyatta University in 1998 with a Bachelor Education, Lillian pursued a Master of Education[2] in Entrepreneurship in a joint program by Kenyatta University and University of Illinois at Urbana Champaign, based in the United States of America[3] and has experience in public service management and reforms and resource mobilization.
Career
editLillian was successfully appointment as the principal secretary[4][5] in the State Department of Public Service & Youth Affairs (Ministry of Public Service, Youth and Gender Affairs) in December 2015 after a thorough vetting process[6] by the members of the national assembly.
During her tenure, she stepped down pending investigations into the multi-billion National Youth Service (NYS) scandal in which the charges against her were dropped.[7][dubious – discuss]
In 2022, Lillian campaigned and vied for the senatorial seat in Embu County, losing to Alexander Muthi Mundigi.[8][9][10]
Controversies
editLillian Mbogo's tenure as Principal Secretary for Public Service and Youth Affairs was marred by involvement in the Sh9 billion National Youth Service (NYS) scandal.[11][12] In a high-profile case, Mbogo surrendered to the Directorate of Criminal Investigations (DCI) after the agency launched a major crackdown on alleged masterminds of the scandal. She faced accusations of abuse of office and failing to adhere to public funds management procedures. The Assets Recovery Agency subsequently froze several of her bank accounts, holding significant sums suspected to be linked to the scandal. However, the Director of Public Prosecutions (DPP) withdrew the charges citing lack of evidence, and the case is now under review at the Court of Appeal, with expectations for its dismissal.[13]
She was awarded 1 million shillings by the court for wrongful dismissal when she stepped down to allow for investigations.[14][15]
