Draft:László Kecskés

László Kecskés (Pécs, 15 May 1953 –) Hungarian legal academic, University Professor, Full Member of the Hungarian Academy of Sciences. From 2013 to 2018 he was Dean of the Faculty of Law and Political Sciences of the University of Pécs.

He graduated from the Nagy Lajos Grammar School in Pécs in 1971. He finished his university studies in 1977 graduating with "summa cum laude" at the University of Pécs. Since 1 March 1977 he has been working at the Faculty of State and Legal Sciences of the University of Pécs at the Department of Civil Law. From 1 March 1977 to 1 March 1979, he was research assistant with scientific scholarship, from 1 March 1979 to 1 July 1982, assistant professor, from 1 July 1982 to 1 July 1987, adjunct professor. From 1 July 1987 he worked as an associate professor full-time until 1 June 1990 and from 1 June 1990 until 1 July 1995 as part-time associate professor. Since 1 July 1995 he has been a professor at the Department of Civil Law of the Faculty of State and Legal Sciences of the University of Pécs. He was Head of the Department of Civil Law from 1 March 1996 to 30 June 2013. He teaches civil law, private international law and European law. Between 1987 and 1989 he was Deputy Dean of the Faculty of State and Legal Sciences in Pécs. As Deputy Dean, he was responsible for the academic affairs and international relations of the Faculty. He has been President of the Board of the Centre for European Research and Education of the University of Pécs since its establishment in 1998. Since its establishment in 1995, he has been a regular member of the Doctoral School of the Faculty of State and Legal Sciences, and from 31 March 2018 to 31 March 2023 he was the Head of the Faculty's Doctoral School and the President of the Doctoral School's Council. He was Dean of the Faculty of State and Legal Sciences of the University of Pécs from 1 July 2013 to 1 July 2018. In the academic year 1989–1990, he taught two semesters at a state university in the USA. He was a visiting professor at the Indiana University of Pennsylvania. His subjects there were comparative civil law and comparative private international law. He has lectured at several universities and international conferences in Europe, Asia, South America and North America. He has chaired two international conferences. He was elected Chairman of the United Nations Interregional Seminar on "Governance and Structural Transformation in Transitional Economies" held in Moscow on 23–26 September 1991, and he was also Chairman of the Second European Conference on Family Law organised by the Council of Europe in Budapest on 15–16 October 1992.

From May 1, 1986, to the end of 1988, he worked as part time main executive at the Preparatory Department for Legislation of the Ministry of Justice. This occupation involved drafting civil law legislation. He was Deputy State Secretary in the Ministry of Justice from 1 June 1990 to 1 July 1995. There he was specialised in the preparation of draft civil and economic legislation and in the implementation of Hungarian harmonisation tasks related to the European Communities. He was a member of the Hungarian government delegation, responsible for legal issues, which represented Hungary in the negotiations of the "EC-Hungary Association Agreement with the EC and its Member States" between December 1990 and December 1991.

He defended his candidate thesis entitled "Állami immunitás és kárfelelősség (State Immunity and Liability)" on 20 November 1985 at the Hungarian Academy of Sciences. In 1986 he became the secretary of the working committee "Legal Application and Legal Policy" of the Academic Committee in Pécs. At the 1994 General Assembly of the Hungarian Academy of Sciences, he gave a lecture entitled "A jogösszehasonlítás eredményei és a kodifikáció (The Results of Comparative Law and Codification)" at the scientific session of the Section of Economics and Law of the Hungarian Academy of Sciences.

He gave his habilitation lecture on 17 February 1995 in Pécs. He was appointed professor by the President of the Republic of Hungary on 1 July 1995. He was awarded the title of "Jean Monnet Professor" by the Commission of the European Union on 14 July 1995. He defended his academic doctoral thesis on "EK jog és jogharmonizáció (EC Law and Legal Harmonisation)" at the Hungarian Academy of Sciences on 12 November 1995. On 19 January 1996, the Doctoral Council of the Hungarian Academy of Sciences awarded him the degree of Doctor of Law and Political Sciences (D.Sc.). At the meeting of the Academic Committee of Pécs on 10 December 1996, he was elected a member of the IXth Special Committee for Economic and Legal Sciences and Chairman of the European Integration Working Committee. From 1 March 1997 he was awarded a Széchenyi Professorial Fellowship for a period of four years.

In January 1998, he became a member of the Board of the Permanent Arbitration Court attached to the Hungarian Chamber of Commerce and Industry (he has been international arbitrator since 1995). From 1 June 2007 to 31 December 2017, he was President of the Permanent Arbitration Court attached to the Hungarian Chamber of Commerce and Industry. In 2008, he became the representative of Hungary in observer status at the UNCITRAL conference convened on the modernisation and recodification of the 1976 UNCITRAL Arbitration Rules of the UN International Trade Law Commission, UNCITRAL. He has been Member of the advisory board of the Vienna International Arbitral Centre since 1 March 2009. He is a listed arbitrator at the Vienna, Kiev, Kuala Lumpur and Ljubljana arbitration courts. In 2017 he was elected Founding President of the Hungarian Arbitration Association. He has been an expert in the Group of "Stake Holders" of the Common Frame of Reference for European Contract Law Consolidation Programme since 2001.

From 1998 to 2004 he was an elected doctoral representative to the General Assembly of the Hungarian Academy of Sciences. From 2004 on he was a member with consultation rights of the Section of Economics and Law (IX) of the Hungarian Academy of Sciences. In November 1996, he was elected a member of the Committee on Political Sciences and Law of the Section of Economics and Law (IX) of the Hungarian Academy of Sciences. From 1999 he was vice-chairman of the Committee on Political Sciences and Law of the Section of Economics and Law (IX) of the Hungarian Academy of Sciences, and from 17 October 2007 to 18 January 2012 he was Chairman of the committee.

In the 2007 election process, he was elected a corresponding member of the Académie Internationale de Droit Comparé, Paris.

He was elected a Corresponding Member of the Hungarian Academy of Sciences in 2013 and a Full Member in 2019. He gave his Corresponding Member's inaugural lecture entitled "A civilisztika és a civilisztikai gondolkodás rétegei (Civics and Layers of Civic Thinking)" on 29 October 2013 at the auditorium of the Hungarian Academy of Sciences. His Full Member's inaugural lecture took place on 11 February 2020 at the Reading Room of the Academy of Sciences under the title "Választottbíráskodás (Arbitration)". In 2023, he was nominated an alternate member of the Doctoral Council of the Academy of Sciences by Section IX of the Hungarian Academy of Sciences.

In 2005, he received the "Outstanding Intellectual Work of the Year" award from the Rector of the University of Pécs for his book "A polgári jog fejlődése a kontinentális Európa nagy jogrendszereiben (The Development of Civil Law in the Major Legal Systems of Continental Europe)". In 2014, he was awarded the Officer's Cross of the Order of Merit of Hungary, and in 2018, the Minister of Justice awarded him the Gyula Moór Prize.

His current research interests include civil law, private international law, the methodology of EU legal approximation, arbitration proceedings law and the development of Hungarian arbitration legislation.

== Other activities ==

After a period of lower-level sporting activity as a basketball player and a footballer, he was active as a sports manager in a variety of sports. From 1990 to 1998 he was a member of the Board of the Pécs Vasutas Sportkör. From 1994 to 2000 he was the President of the men's basketball department of Matáv Pécs. From 2000 to 2006, he was the co-president of the men's basketball department of the Pécs Vasutas Sportkör. He has been member of the Social Senate of the University of Physical Education in Budapest since 1995. He was President of the Hungarian Sports Management Association from 1995 to 2003.

From 1999 to 2002, he was chairman of the Board of Directors of the Bóly Ltd.

He has been chairman of the supervisory board of the Property Management Ltd. of the Hungarian Academy of Sciences since 2015.

The number of his scientific publications is 346, with more than 900 citations.
