Uskenbaev was born in 1964 in Tselinograd (Astana).He graduated from the Karaganda Higher School of the Ministry of Internal Affairs of the USSR, Akmola Agrarian University and the Diplomatic Academy of the ENU. Gumilyov.[2] Qualified as a lawyer, organizer-economist and specialist in the field of international relations.
Married to Saule Uskenbayeva, they have two children, daughter Kamila (born 1990) and son Yerlan (born 1988).[3]
Before starting a political career, he served in the internal affairs bodies, Served as Head of the Public Property Department Akmola city administration.[4]
Also, in different years, he was a member of the boards of directors in Astana-Finance JSC, Mortgage Organization Kazakhstan Mortgage Company JSC, Housing Construction Savings Bank of Kazakhstan JSC, Baiterek National Management Holding JSC.[5][6][7]

From 2003 to 2004 - Deputy of the Maslikhat of Astana.
From 2004 to 2006 - Chairman of the Committee for Regulation of Trade and Tourism Activities of the Ministry of Industry and Trade of the Republic of Kazakhstan.
From 2006 to 2007 - Chairman of the Tourism Industry Committee of the Ministry of Tourism and Sports of the Republic of Kazakhstan.
From 2007 to 2011 - Vice Minister of Tourism and Sports of the Republic of Kazakhstan.
From 2013 to 2014 - First Deputy Minister of Regional Development of the Republic of Kazakhstan.
From 2014 to 2016 - Deputy Minister of National Economy of the Republic of Kazakhstan.[8]
From 2018 to 2019 - Vice Minister for Investment and Development of the Republic of Kazakhstan.[9]
From 2019 to 2022 - First Vice Minister of Industry and Infrastructure Development of the Republic of Kazakhstan.[10]
On January 11, 2022, by presidential decree, the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan was appointed to the post.[11] [12]
On January 4, 2023, he was relieved of the post of Minister of Industry and Infrastructure Development of the Republic of Kazakhstan.[13]
