Israel-India Industrial R&D and Technological Innovation Fund (I4F)

The India-Israel Industrial R&D and Technological Innovation Fund (I4F) is a collaborative initiative designed to promote, facilitate, and support joint industrial R&D projects between companies from India and Israel. Established with a budget of US$ 40 million over five years, the fund is a cooperation platform between the Department of Science and Technology (DST), Government of India, and the Israel Innovation Authority (IIA), Government of Israel.[1] Its stated goal is to achieve successful commercialization and mutual benefits for both countries.[2]

Background

The I4F fund was inaugurated on January 15th, 2018, at the India-Israel Business Summit 2018 in New Delhi, by Prime Ministers Narendra Modi and Benjamin Netanyahu. The fund supports projects across various sectors, aiming to bridge the gap between research and market implementation.[3]

Implementing Agencies

  1. Department of Science & Technology (DST), India
    • The DST is the national agency responsible for promoting science and technology in India. It supports R&D activities and aims to enhance their country's technological and scientific capabilities.
  2. Technology Development Board (TDB), India
    • Established in 1996 under the Technology Development Board Act, 1995, the TDB promotes the development and commercialization of indigenous and imported technologies. It provides financial support to enterprises working on technology-oriented products.[4]
  3. Israel Innovation Authority (IIA)
    • The IIA is an independent public entity focused on promoting innovation and sustainable growth in Israel. It provides grants to support disruptive technological innovations.[5]

Funding Programs

The I4F fund includes several funding categories to support different stages of R&D and commercialization[6]:

  1. Feasibility Study Projects
    • Feasibility Study Projects allow two companies (one from India and one from Israel) to perform preliminary investigations to determine the technical feasibility or market acceptability of a new product or technology concept. I4F may fund up to $100,000 or 50% of the total project cost (70% for startups less than five years old), whichever is lower, as a full (non-conditional) grant. These projects can last up to nine months.
  2. R&D Projects
    • R&D Projects involve the co-development of products or technologies for commercialization, with a total project budget exceeding $200,000. I4F grants can cover up to $2,500,000 or 50% of the total project cost (70% for startups less than five years old), whichever is lower. These projects typically last between one and two years.
  3. Pilot Projects
    • The I4F Pilot Program supports the scale-up, pilot testing, and commercialization of near-market technologies by two or more companies. I4F grants can cover up to $1,000,000 or 50% of the total project cost (70% for startups less than five years old), whichever is lower. These projects can last up to one year.
  4. Strategic Projects
    • The I4F Strategic Program aims to achieve technological breakthroughs and provide financial support for strategic sectors. Projects should be undertaken by private companies in India and Israel, with academia or research institutes as sub-contractors. I4F grants can cover up to $5,000,000 or 66% of the total project cost, whichever is lower, for projects lasting up to three years.[7]

Funded Projects

In July 2018, the governing board of I4F announced the first four recipients of grants from the fund.[8] These projects included:

  • Bacsoft (Israel) and Energy Efficiency Services Limited (India): This project aims to increase water and energy efficiency in Indian villages through the creation and application of water and electricity management systems and IoT monitoring devices.
  • Ubiqam Ltd. (Israel) and Frog Cellsat Limited (India): These companies develop mobile solutions for the Indian cellular market to reduce interference in cellular networks and improve network quality.
  • Agrosolar Irrigation Systems Ltd. (Israel) and Vyoda Private Ltd. (India): This project focuses on creating cost-effective, solar energy-based water pump systems for irrigation to increase electricity production and lower maintenance costs.
  • Sanoculis Ltd. (Israel) and Appasamy Ocular Devices (P) Ltd. (India): These companies develop affordable surgical devices to help ophthalmologists with glaucoma in India at lower costs.
