Development edit

Kevin Costner began developing the script for the film series as early as 1988, which he based on his personal beliefs that viewers should be inspired by the story of the history of America in the Old West.[1] Over the years, Costner continued to develop the script from originally featuring two actors to a complete ensemble cast.[2] The filmmaker/star explained that in developing the script into a series of four individual movies, he wanted to depict the journey that the United States of America took over a 12-year span and draw an audience into the movie-going experience, while also showing the impact that the American Civil War had on the country.[1]

In 2003, Costner had entered negotiations to produce the movie with The Walt Disney Company. Through the pre-production stage however, he found that the studio had different production budget limits than he needed, and so he walked away from having his project developed under their banner. Development continued over the years, including in 2012 when Costner collaborated with Jon Baird on the script which developed into four separate movies.[2] Despite the lack of major production studios, Costner invested $38 million of his own money into the budget, with funding supplied by two unnamed investors, the filmmaker determined to begin production as quickly as possible.[2] In May 2024, Costner confirmed that the film series will be at least four installments, while explaining that the production and release schedule of the first two movies was in part due to his personal desire to see these realized before his life is over;[3] while also stating that one of the characters he had written for his son Hayes who as time passed was growing up and he wanted to ensure that his son's involvement in the project.[2] Later, the Costner revealed that various events in his life had delayed the realization of the Horizon movies, including the COVID-19 impact on the film industry, the death of his parents in 2021, scheduling conflicts and a contract dispute with Paramount Pictures and Taylor Sheridan on the final season of Yellowstone, divorce with his wife Christine Baumgartner, and the writers/actors strikes of 2023. Despite each of these occurances, the filmmaker stated he is determined to "work...to get this thing finished."[2]

Despite various reports that stated otherwise, Costner refuted the development of the film series directly influenced his departure from the Yellowstone television series. The filmmaker explained that the last season was subject to various production delays and restructures, which conflicted with his production schedule on the film series and ultimately ended with his prioritization of the latter; citing Paramount's decision to split the final season into two parts though he hadn't ever seen the completed scripts. Though he is open to completing his role in the series, Costner also offered to help the creatives write out his character in a climatic death scene and giving some time of his Horizon production schedule to do so, though this never materialized.[2]

Addressing the various festival debuts of each installment (Cannes Film Festival for Chapter 1, and Venice Film Festival for Chapter 2), Costner expressed interest in returning to Cannes for Chapter 3.[3] The writer/director/star explained plans to license the film series every several years through streaming and home video media, whether they are box office successes or not.[3]
