Early Life and Education

Atty. Edracel C. Del Rosario, known as Atty. Race Del Rosario, is a Filipino lawyer and registered nurse. He was born as the youngest son of Dr. Edna C. Del Rosario and Ramon M. Del Rosario. He has five siblings: Atty. Eravel Mae C. Del Rosario, Rae Eden C. Del Rosario, RN, Dr. Decerae Anne C. Del Rosario, and Redmon Daryl C. Del Rosario.

Atty. Del Rosario began his early education at Jose Rizal University, attending Grade 1, before transferring to Lianga Central Elementary School for Grade 2. He continued his elementary education at Father Saturnino Urios University (then known as Urios College) from Grades 3 to 6. He completed his high school education at Agusan National High School, graduating with the Batch of 2006.

Student Leadership and International Representation

Atty. Del Rosario’s leadership journey began in his high school years, where he was elected as a Year Level Representative during his sophomore year. He was also a news writer for "Ang Narra" and "The Narra" publications and a member of the Dance Troupe.

Before entering law school, Atty. Del Rosario represented Butuan City and the Caraga region in an international youth cultural exchange program known as the Ship for the Southeast Asian and Japanese Youth Program (SSEAYP). SSEAYP is an annual program sponsored by the Japanese government, aimed at fostering friendship and mutual understanding among the youth of Southeast Asian countries and Japan through cultural exchanges and discussions on social issues. During his participation, Atty. Del Rosario was chosen as the Discussion Group Steering Committee Vice Chairman among 300 delegates from the participating countries.

In college, while studying at Xavier University - Ateneo de Cagayan, he was elected as the President of the Council of Nursing Students in 2009. He also served as the External Relations Head of the Central Student Government and was elected as the President of the Organisasyon sa Nagkahiusang Estudyante sa Cagayan de Oro (ONE-CDO). Additionally, he was appointed as the Buklod Atenista Ambassador, representing Xavier University in conferences of Ateneo schools across the country. He was also an active volunteer and member of KKP-SIO, the community outreach arm of Xavier University. Notably, his debate team won the Best Debate Team award, and he was recognized as the 3rd Best Speaker in the Intercollege Debate held at Xavier University.

During his law school years at De La Salle University Manila, Atty. Del Rosario continued his active participation in student leadership. He served as the President of the Law Student Government in 2020, Vice President for External Affairs in 2019, Secretary in 2018, and Year Level Representative in 2017. He was also a dedicated volunteer for the Bar Operations and other organizations. His contributions to public service were recognized with the Public and Community Service Award.

Legal and Professional Career

Atty. Del Rosario passed the Philippine Bar Examination in 2021 and has since embarked on a career that blends his legal expertise with his commitment to advocacy. He currently serves as the Head of Legislative Tracking and Analysis at the Sangguniang Panlungsod ng Butuan, where he plays a crucial role in influencing local policymaking through detailed legislative analysis. Additionally, he leads the Public Relations Section of the City Council of Butuan, actively engaging stakeholders in the legislative process to promote inclusive governance.

Advocacy and Program Management

Throughout his career, Atty. Del Rosario has been a passionate advocate for marginalized communities, particularly minority groups and persons with disabilities (PWDs). He has held various roles that highlight his dedication to social justice, including Program Officer for the Union of Local Authorities of the Philippines, where he pushed for policies supporting local governance and minority inclusion, and Assistant Program Officer for The Asia Foundation, where he convened the Fully Abled Nation campaign.

Media and Public Engagement

Atty. Del Rosario is also known for his work as the host of "Race The Bar," a legal radio show dedicated to making justice more accessible to the public. Through this platform, he provides free legal advice and keeps the public informed about the latest legal and legislative developments.

Affiliations and Achievements

Atty. Del Rosario is an active member of the Philippine Nursing Association and currently serves as the Public Relations Head for the Integrated Bar of the Philippines Local Chapter. He is also a licensed TEDx organizer in Butuan, reflecting his commitment to spreading innovative ideas and fostering community dialogue.
