Lubega served as a head of the Department of Literature and English at Masaka Secondary School, she was a teacher of literature and English at Nabisunsa Girls School before being appointed as deputy headteacher and later headteacher at the same school until 2017 when she was appointed a deputy chairperson electoral commission and re-appointed in 2024[5] together with the chairperson justice Simon Byabakama.[6]

Controversy edit

In February 2021, Lubega was accused of interfering with elections after NRM candidate Elizabeth Andera was declared winner of the elections but due to conflict of interest between her and independent candidate Saida Nanyanzi, Lubega ordered the returning officer of the Electoral Commission of Uganda assigned to the Makindye Division to announce the Independent candidate as a winner.[7]
