Cluster Howard is an American politician from Kentucky who was a member of the Kentucky House of Representatives from 2015 to 2017 and 2019 to 2021. Howard was first elected in 2014, defeating Republican incumbent Toby Herald.[1] In 2016 he was defeated for reelection by Herald in a rematch. Howard challenged Herald again in 2018, defeating him by a margin of seven votes.[2] Howard declined to seek reelection in 2020 and was succeeded by Republican Billy Wesley.[3]
