This is a fairly literal translation into dutch. I'll leave the template magic to you, though, since I don't exactly know what is intended. I've indicated the language and the corresponding adjective with >>> <<<.

Hallo, XXXX, en welkom bij Wikipedia! Alhoewel alle inspanningen om Wikipedia te verbeteren altijd welkom zijn, is het Engels van uw bijdragen helaas niet goed genoeg om bruikbaar te zijn. Ik heb de indruk dat u beter bekend bent met het >>>Nederlands<<<; wist u dat er ook een [[>>>Nederlandse<<< Wikipedia]] is? Wellicht is het een idee om daar uw bijdrage te leveren. Nochtans wil ik u hartelijk welkom heten bij het project en u bedanken voor uw bijdragen!
