Highland links to an article about a council region created in 1975 and a unitary council area created in 1996, but I am seeing the category related to a list of constituencies stretching back to 1708, and covering areas outside the Highland region/council area. I note also that the Scottish Highlands (unlike the council area) is an area without definite official bundaries, or with boundaries which vary with context, and not a good basis for judgement re inclusion in or exclusion from a category.
