For expediency I say we go with something I proposed that had some support in that discussion. If this isn't suitable, we can also re-CFD the new scheme, or the parts that are in contention. Keep everything sub-monthly, then do frequency groups after that

Yes that is your preference, which has never gained any traction with anyone, and which goes against standard practices in library sciences. The goal here is expediency.   • There is no consensus to use the oddly-worded category "Journals published between 27 to 51 times per year". There may be a consensus to use either the category "Journals published between 27 and 51 times per year" (as per comment by Grutness above) or "Journals published 27 to 51 times per year".
