Is this ever going to have more than two members? If not, I think these two should be listed directly in Category:Washington, and have "United States universities and colleges by state" and "United States public education by state". As we gain more content on state government and law, I'm sure we will eventually have articles on state departments of education, for one, not to mention notable private schools that are obviously neither universities nor public education.
