Unnecessary unfree non-notable event poster that is consistently being used only to illustrate the biography of the living person depicted on the image (a replaceable use). Permissions for the Milton Rogovin collection explicitly state: "In providing photographs for the Library's collections, Mr. Rogovin has stipulated that these photographs may not be published without permission from The Rogovin Collection, LLC." We can, of course, ask them to release the image, but it's still not PD-USGov.
