Name change- title of article and throughout

- Shannon was notable under her former name, therefore it is appropriately encyclopedic to mention it in the article. It looks like this is the relevant policy: MOS:DEADNAME. I found the expert discussion at Talk:Chelsea Manning to be helpful.
- In light of that I am adding "(formerly Shannon Finnegan)" at the top so it's clear. If we can get away without emboldening it, let's do that. -- econterms (talk) 17:23, 20 July 2024 (UTC)

Shannon Finnegan → Finnegan Shannon – Finnegan Shannon has changed their name according the their website about page [1] and their Instagram explicitly confirms this [2].
