Per WP:MOSCAPS ("Wikipedia avoids unnecessary capitalization") and WP:TITLE, this is a generic, common term, so the article title should be downcased. In particular, en.WP doesn't cap laws, rules, theories, or hypotheses. Lowercase will match the formatting of related article titles. Tony (talk) 08:50, 26 May 2013 (UTC)Reply
