Proposing Article Move (October 2021)

In the winter of 2021, NOGLSTP announced that it is changing its name to Out To Innovate. This was published in their winter newsletter, https://www.noglstp.org/bulletin/2021-Winter.pdf , and the website branding now reflects this, https://www.noglstp.org .

I propose that this article be moved to Out To Innovate. The reason for the article name change is consistent with Wikipedia's naming guidelines. That article name is unused, so there is no naming conflict to consider. I'll plan to make this change at the end of Oct. 2021 unless concerns are raised that it should not be made.
