- Essentially, canon law states that a bishop retains his post until he is canonically installed in the next one. Perhaps some of you are confused by the election of a Pope, in which a bishop becomes Pope immediately on accepting his election. Contrast this with the election to the Papacy of a presbyter, who does not become Pope (Bishop of Rome) until his episcopal consecration. Compare this with the election of a priest to a diocesan bishop, who does not become bishop of his new see, and has none of the power, until his episcopal consecration. The diocese of Santa Rosa in Argentina is not vacant. Nothing changes until the canonical installation, and this will be done as usual in a liturgical setting for Archbishop-designate Poli. - gcatholic.org and catholic-hierarchy.org are user-generated not reliable secondary sources. catholic-hierarchy.org, in particular, is run by one guy with some homespun database software. He used to edit on Wikipedia, he participated in the discussion I already cited above. Have you read them? The diocese website says it's "under construction".
