Changed Information About S.C. Confederate Relic Room

I changed this document to correc the statement that the S.C. Confederate Relic Room and Military Museum is a part of the State Museum. This is incorrect. The Relic Room is part of the S.C. Budget and Control Board. The State Museum is a separate state agency. It's easy to understand how this occurred as both museum are in the same building - the Columbia Mills building. The S.C. Department of Revenue is also in this building.
