Revise Xinhua FARA

In the last introduction paragraph talking about Foreign Agent Registration Act (FARA), it says Xinhua did not register (citation dated Apr 2021). Xinhua's wiki article says it registered a bit later with a citation dated May 2021. I would edit changing

..which CGTN America did on 1 February 2019[11] while Xinhua did not register.[12] In 2020..

to
