The article looks to me like it is a mild improvement over a stub, with some basics there about the problem, but not a lot about possible solutions. We live in a world today, where we have the scientific know how to figure out this stuff, but we do not have the political will to resolve it. To many politicians this topic is a Science FictionJoke.
If it wins, we're going to need to do some crackpot and anti-science fiction damage control.
