The graph is billed as "Weekly diagnosed cases per million inhabitants". While the shape of every country's curve seems to be alright, the proportions are incorrect. This is borne out by the country comparison on the ECDC site itself, which is cited as the source of data for this graph. E.g. at this moment Spain and France ought to be at the upper end of the scale, while Sweden ought to be on top in June/July. It looks as if the author of the graph used wrong data for the population size of various countries (e.g. too low for UK, too high for Sweden).
