I noted the history of this image. It was photographed in 2003 based on EXIF type metadata as provided by the WP user who originally uploaded the image to WP. That user described the image date as 1930. However, a convincing case for a slightly earlier date is made subsequently, in the notes accompanying the image. This conclusion, that the map pre-dated the interval of 1917 - 1919, was based on known historical events pertaining to termination of the Austro-Hungarian Empire's leasehold arrangements in Tianjin, which are well documented. Secondary corroboration was provided by comparison with an all-Chinese language map, created in 1902 according to present day city and province/ county authorities, which is a most reliable source.
The final conclusion was that the date of the map was no later than 1919 and most likely, in 1902.
