Publication date is 1891 and appears to be either anonymous or a copyright of Illustrated London News. In either case, per Commons, copyright expires 70 years after publication, which is 1951. Moreover, the oldest known person in the UK was born in 1909, so it seems reasonable to assume that the author has either died or gone into such deep cover that a copyright claim from them is unlikely. The latest possible date of death for a copyright claim is 1953: it's not impossible that the artist made the work at 20 and died at 82, but the overwhelming balance of probability must be that it's PD.
