The pump on the fireman's side running board isn't a feed pump. It's a pump fed off steam from the boiler that was used to pump things such as water, either from a a steam or such into the tender, fire fighting (which was a common task during fire season during the steam era) or pumping diesel fuel from a tank car to a static tank if a reload was served by trucks (as was common in the latter days of west coast logging). The boiler feed water would have been supplied by a pair of lifting injectors, typically one on each side of the boiler.
