I don't see how this matches any of the stated tests for a public domain work created by the UK government. The source website states that it was created on 1970 (though as it's 1/1/1970, that may be a placeholder for the unix epoch, i.e. some time before then), though the sample date is 1999. Either way, it's after 1963. This should probably be classed the same as https://en.wikipedia.org/wiki/File:Ukpassport-cover.jpg
