When I visited this fountain in November 2010, we had a naturalist with us. I took some pictures showing her demonstration.
She put her finger on one side of the exiting water and drew her finger across the lip of the fountain. The fountain slowed way down.
She put her finger on the other side of the exiting water and drew her finger in the opposite direction across the lip of the fountain. The fountain increased the rate of flow. She was able to repeat this several times. I thought I was taking a video of this but the camera was set on still. I have pictures comparing the two rates of flow.
I have no idea how this works. It seems like magic to me.
