Contested deletion edit
This file should not be speedy deleted as an obviously non-free file but which is not claimed by the uploader to be fair use, because... Wikipedia only considers U.S. copyrights. Since there are no copyright relations between the U.S. & Iran, works published in Iran are in the public domain in the US. --AHeneen (talk) 06:00, 18 December 2016 (UTC)

(emphasis added). The image is free of copyright in most countries, since Iran is not a party to the Berne Convention. It's also a government work, so not significantly harming the rights of the author in a comparable way to a work by a private individual.
