Shouldn't this graph be titled "Budget Surplus" instead of "Budget Deficit"? As it is now, the graph shows a negative deficit (which would be a positive surplus) in most years except 1996-2001. Chris3145 (talk) 21:51, 26 July 2011 (UTC)Reply
