Under the Halifax Regional Municipality administrative order 19 the coat of arm cannot be used outside corporate use without Halifax regional councils permission

Regardless of what the council has declared its use here falls under Canadian copyright law#Fair Dealing which allows for the use of copyrighted images such as the COA for educational purposes.
