The F-117 is not capable of carrying the GBU-28 - the GBU-28 is too heavy and physically too large for carriage inside the ordnance bays of the F-117. The bomb in the picture is more likely to be a GBU-27 or GBU-10 (The GBU-12 is a bit smaller).
