IMHO description is incomplete and says only the half of truth in this way. Being a German I started here and was wonderingly:

"*Blau: Zurzeit keine Anwendung"

says "actually not in use". But that implies capital punishment is be legal in principle. That isn't true, as some states of the Union <caution personal oppinon> are part of the civilized world </caution personal oppinion>.

Beeing a non native speaker, I understand the English description in a similar way, but maybe I missed the point:

"*Blue: No current death penalty statute"

But there are states in the Union where the capital punishment is abolished, which IS an EXISTING, specific form of a "current death penalty statute". In some since the 19th century and others since 2011 (for example Michigan since 1846; Illinois since 1st of July 2011). So I would change the German description to:

"*Blau: Abgeschafft oder zurzeit keine Anwendung"

Suggestion in English (with asking for help of native speakers):

"*Blue: Abolished or no current death penalty statute"
