The arrows seem to be rotating in the same direction...where the top end of the circle is moving towards the right, and the bottom half is rotating towards the left. If each diagram has one of these traits then both are rotating in the same direction. We know that clockwise rotation and counterclockwise rotation do not occur in the same direction so this diagram needs to be fixed.
