This graph is Figure 1-2 on Pg. 18 of this CBO report. Note where the words "OUTLAYS" and "REVENUES" are. What it appears to be showing has never been the case for the American SS program until 2010 when outlays exceeded revenue for the first time. It's odd that on the cover of another CBO report, the positions of the words 'outlays' and 'revenues' are reversed. What am I missing? 98.232.231.188 (talk) 10:49, 14 December 2012 (UTC)Reply
