This seems to be only the elliptical transit portion of a “Hohmann orbit transfer”, with no annotation of the initiating and terminating impulses for exiting the initial circular orbit, accelerating into the elliptical transfer orbit at perigee, nor the acceleration for entering the final circular orbit at the elliptical apogee. (Neither the initial nor final orbits need to be circular. However, for most earth orbits, and for simplicity of example calculations, they are typically circular.)
