I agree. A legend would be useful, especially since there's about a 50-50 ratio across the map, and no other details.
- I changed the color representing civil unrest to red; this way the meaning should be obvious even without a legend. I also removed the heading – the meaning is already made clear in the caption. –Mysid 08:57, 28 November 2005 (UTC)
