Polskie klasy posiadające depcąc tradycje demokracji polskiej, która byt i wolność wiązała z walką o wyzwolenie wszystkich uciśnionych narodów Europy, sprzęgły losy niepodległości narodowej z najciemniejszymi mocami międzynarodowej reakcji. Dla szerokich mas ludowych niepodległość miała być rękojmią reform społecznych i rozwoju swobód demokratycznych. Ale wszystkie nadzieje, jakie masy te ożywiały w chwili powstania niepodległej Polski - zawiodły. Burżuazja polska oparła byt państwa polskiego na podboju i ucisku ziem i ludów niepolskich, na wrogim stosunku do wszystkich ludów i państw ościennych Rosji, Ukrainy, Litwy, Niemiec, Czechosłowacji, na oddaniu Polski pod militarną i polityczną komendę Francji, na wyprzedaży bogactw naturalnych kraju giełdziarzom zagranicznym. Kierownicy państwa polskiego rozpoczęli swe rządy od wyprawy zbrojnej na rewolucyjną Rosję i Ukrainę wbrew temu, że rząd sowiecki natychmiast po objęciu władzy i wielokrotnie później proklamował swe bezwzględne uznanie niepodległości Polski.
