Fair use Rationale for Travis Mayweather edit

1. No free equivalent exists, nor can one be created. Travis Mayweather is a fictional character - any images of him are necessarily copyrighted.
2. This image respects commercial opportunities - a single cropped screenshot cannot hope to meaningfully compete with a 44 minute episode. The two serve fundamentally different purposes.
3. This low resolution screen shot is a minimal use. A single image, out of a more than 50 000 episode frames and ~100 episodes is very minimal.
4. The image has been previously published in the Star Trek:Enterprise episode Shadows of P'Jem.
5. The image is of a major character from a culturally important fictional setting - it is encyclopedic.
6. The image is used in at least one article, Travis Mayweather
7. The image is significant to the reader's understanding. A fictional character in context is visualised without some visualisation. Attitude, appearance and role of the character are gained in a complementary understanding to any that can be provided through text.
