It contains a lift and steps to a subway under Castle Way dual carriageway, for pedestrian access to Carlisle Castle (right of railings - see 1650396 .
The Rotunda was a compromise to the original Millennium scheme for this location (including some big glass pyramids), which was scrapped due to public protest.
