Whilst the original museum's description describes this being a photograph of "Sikh constabulary at the capital of Sandakan", this may actually have been taken in Jesselton (see below).

A commentator (user 'Cccefalon' on Flickr) questions the attribution of the location this photograph being taken in Sandakan.

Their argument:

The photo cannot be taken in Sandakan, because a railway was never available there (Actually, the railway track started at Jesselton wharf and ended in Weston and in Melalap). More likely is, that the photo was taken in Jesselton.

Indeed, the location originally attributed to this photograph may not be accurate, as per the museum's own admission:
