Selaginella hansenii (Hansen's spikemoss). Known as Hansen's spikemoss, this is not a moss but is a vascular plant known as a Lycophyte. Such plants are often called fern-allies but are now thought not to be very closely related to ferns. Sprorangia can be seen here under the leaf bases on the branches of this fertile spike. The species is unique to California and is photographed here on rock in Sequoia National Park, Tulare County, in the general vicinity of the Park Headquarters.
