English: Sampson House, Hopton Street, near to City of London, Great Britain.

Sampson House would probably be best described as a Brutalist building. It was built in 1976-9 to the designs of Fitzroy Robinson & Partners who made extensive use of exposed concrete. (See <a href="https://www.geograph.org.uk/photo/1347018">TQ3180 : Sampson House, Hopton Street</a> for another view.)

Admittedly it could be perceived as hostile to the passer-by with a lack of windows at street level and those above being mirrored, but even so I find it impressive. The railway line just over the river from Blackfriars station affords a much better view. It is currently occupied by IBM.

To my mind, in this photo it seems to float above the perpetual clutter of London's streets like a bloated alien spacecraft.
